- 1½ cups semi-sweet chocolate chips
- 1 tablespoon unsalted butter
- 1 teaspoon vanilla extract
- 1½ cups heavy whipping cream divided
- 2 tablespoons powdered sugar

- 2 tablespoons cocoa powder
